Unemployment has been particularly stubborn during the current recession

This article from the Miami Herald concedes that the beginning of 2010 and 2011 appeared to be the beginning of a recovery that never developed, but makes the argument that 2012 is different. In support of this position the article cites that taxable spending is up and unemployment is down; and, housing sales and values are up. The flip side is that business investment is still down, unemployment is still high, and permits for construction are still down.
