Because the settlement only binds the five banks who signed on, and excludes Fannie Mae and Freddie Mac (>50% of the mortgages in U.S.), the experts expressing their opinion in this article do not think the National Mortgage Settlement will have a lasting or significant impact on the economy.  The few people who receive relief under the settlement will be dramatically helped, but the numbers of people receiving help will be too small to affect the housing market over-all.
